TimeEnemyOffset descirbes how much the enemy position should be offset (by its last velocity). This means you can either aim closer to the possible new location or aim closer to the old position. Same thing what "Predict" does in Legacy.
ResetThreshold describes when your server-side rotations will snap back to your client-side rotations if your original crosshair is within the reset threshold. For example, you aim yourself at the enemy already within the reset crosshair, it will decide to stop aiming itself and use your client rotations instead.
