Check if you can access https://cloud.liquidbounce.net/LiquidLauncher/minecraft_version_manifests/1.8.9-forge1.8.9-11.15.1.1722.json via your browser. If not, check your connection. Otherwise check if your AV is blocking any connection or if you have some kind of system proxy enabled.
