Scaffold config for JartexNetwork.

⬤ Note: JartexNetwork will flag/kick you if you scaffold diagonally/downwards.
⬤ This config is 95% going to bypass JartexNetwork's (Verus + Matrix) Anticheat checks.
⬤ Every direction apart from diagonal works flawlessly and SHOULD not cause problems. Plus, you can also go up while on scaffold, but again diagonal gets flagged.
⬤ 6/27/2020: Updated the settings.
- Enabled PlaceableDelay.
- Delay increased so as to look "legit" when scaffolding.
- Enabled EagleSilent. (No idea what it does yet)
- Replaced "Scaffold Eagle Normal" to "Scaffold Eagle false" as there's no mode regarding Eagle.
- Changed the KeepRotationLength from 20 to 0 (No idea what it does either yet)
