It is a rogue software at most I think. Never tried it and will never try.
But compared to the real cancer (WeChat/QQ/other softwares by Chinese big internet company), tiktok is just fine. At least tiktok is an optional thing you can decide not to have it installed.
However you will have to install those cancer on at least one of your devices(usually on phone) to live like a normal person, because everyone around you use that bull shit, family/school life/sometimes even for work. Those things requires permissions they don't need and collect you personal information as they wish.(Of course such
thing happens in everywhere and we
can barely do anything).
