I recently saw the addition of Bulgarian language, can I make a pull request with the addition of Russian language? Will this pull request be accepted?

Any pull request is accepted, why would it be any different than the Bulgarian language?

From what the screenshot says you have only commit the changes, not pushed. Push them to your branch so it's visible from you to begin with then you will see something orange that shows branch update and how many mins it has been since the update on your fork.
